Staffing Proposal Coordinator

The STAFFING PROPOSAL COORDINATOR will play a key role in the development of client proposals, tracking registrations for online portals, developing proposal templates, and other projects related to the pursuit of new business. This includes the using generic language from a content library, technical writing customized content or aggregating content from subject-matter-experts in order to complete requests for proposal (RFP, RFI, RFQ).


  • Prepares business solicitation documents that include; Request for Quotes, Requests for Bids, Requests for Proposals, Requests for Qualifications, Requests for Information, NDAs, Letters of Intent, Certifications and other supporting documents.
  • Manage all team members to an ISO certified RFx process ensuring compliance internally within the department and external clients and subject-matter experts.
  • Facilitates requests for quotes/bids/proposals/qualifications processes, including, scheduling pre-bid conferences and evaluation committee meetings; responding to proposal exceptions and developing bid addendums; reviewing and summarizing information included in proposals; and conducting reference checks of vendors.
  • Capture critical information about the proposal and start the process within 24hrs of receipt and schedule draft meetings and invite key personnel to attend.
  • Forwards appropriate bid documents for review by Finance and Legal departments.
  • Ensures compliance with customer requirements, government specifications, service line standards, and language usage principles.
  • May assist in the creation of new illustrations/graphics or changes to existing illustrations/graphics.
  • Maintains up-to-date knowledge of industry trends, practices, and applications.



  • Bachelor’s degree in Marketing, Journalism, Mass Communications, Business Administration, Human Resources, or related field.


  • Three (3) years of proposal (RFI, RFP, RFQ) and/or technical writing for professional services and/or writing new business sales proposal within a small branch operation.
  • Two (2) years staffing industry experience in one or more of the following capacities: recruiter, staffing specialist, program manager, client support specialist.
  • One (1) year experience downloading and uploading proposals in online tools (such as Ariba and eAuction portals), submitting to clients via email, or print and ship.
  • Three (3) years of project management experience ensuring that milestones are met, and deliverables are achieved

  • Proficiency with Microsoft Word, Excel and PowerPoint
  • Excellent writing skills
  • Strong interpersonal skills
  • Strong customer/client service orientation and the ability to think creatively, prioritize, and multi-task



  • Three (3) years of full time procurement experience in a public or private purchasing environment.


  • Familiarity with Adobe Creative Suite, GIMP, or other popular graphic design programs.
  • Two (2) years of experience preparing complex cost and price analyses using statistical information.
  • Two (2) years of proposal and/or technical writing for government and public-sector services.


  • Frequently sits, walks, and stands.
  • May be required to occasionally lift up to 15 pounds.


  • While performing the duties of this job, the employee will work in an office environment either at headquarters and/or a remote office.
  • The noise level in the work area is usually low.
